Tianjin Foreign Studies University International Student Dormitory Regulations

 

Chapter I  General

 

Article 1 In order to regulate and strengthen the management of the International Student Dormitory, as well as create a civilized, healthy, safe, clean, comfortable learning and living environment, and protect the rights and interests of international students, according to the <Regulations on the Administration of Entry and Exit of Foreigners of the People's Republic of China>, < Administrative Measures for Registration of Foreigners in Public Security Police Stations >,< Administrative Measures for College and University Regulations for Accepting Foreign Students > , these regulations are formulated in accordance with the actual conditions of our university and other relevant documents.

Article 2 The International Student Dormitory is used for the accommodation of international students of Tianjin Foreign Studies University. The International Student Office of the International Cooperation and Exchange Division is responsible for managing the dormitory. International students who are staying must recognize and comply with the various regulations of the dormitory and follow the relevant procedures for accommodation.

 

Chapter II Application, Check-in, Cancellation, and Payment

 

Article 3 International students are eligible to apply for admission after being admitted to Tianjin Foreign Studies University, except those who have been disqualified from the dormitory due to violation of university regulations.

Article 4 International students should reside in the International Student Dormitory. If they need to live off campus, they must submit the “Application Form for Off-Campus Accommodation of Foreign Students of Tianjin Foreign Studies University” to the International Student Office of the International Cooperation and Exchange Division, and provide relevant materials for the lease contract. Within 24 hours after moving in, they need to go to the local police station to register for temporary accommodation for foreigners, and then take the temporary accommodation registration form to the International Student Office of the International Cooperation and Exchange Division to register the address, landlord and student contact number and other information.

Article 5 International students are required to provide admission notices, accommodation notices and their passports to the front desk of the first floor of the International Exchange Center. After confirmation, students should fill out the “Accommodation Registration Form” and pay the fees (except for international students who do not need to pay according to the relevant policies of the Chinese government and the inter-school exchange agreement) to arrange for the accommodations.

After the international students and the management personnel check the room and the included furniture pieces, they need to sign the <Safety Responsibility Letter>, the <Registration Form for the Room, Public Area Equipment and Facilities>, and the <Regulations on the Accommodation Management of International Students' Apartments of Tianjin Foreign Studies University>

Article 6 International students should check the room and spare furniture pieces together with the management personnel before checking-out. In case of damage or loss, they must pay compensation according to the <Room and Equipment Registration Form for the Room and Public Areas>. Go to the front desk of the first floor of the International Exchange Center to check-out and settle the fees before leaving the dormitory. All personal belongings must be removed from the dormitory within 12 hours after the completion of the check-out procedure. Otherwise, remaining items will be disposed of.

Article 7 International students need to move out of their dormitory within 3 days after completing their studies, if they stay longer than 3 days, they will be charged the discounted rate according to the regulations of the International Student Dormitory , but the maximum length of stay may not exceed one month (inclusive); after one month the accommodation fee will be charged at the undiscounted rate.

Article 8 The accommodation fee for the International Student Dormitory shall be denominated in RMB, except for international students who do not need to pay fees in accordance with the relevant policies and inter-school exchange agreements of the Chinese Government. Students studying for more than three months shall pay fees for one semester’s accommodation upon check-in. Fees shall be paid from the date of check-in to the end of the semester (subject to the school's published school calendar), and will receive a discount of 3 days of accommodation for free. If you need an exception, the student should apply to the International Cooperation and Exchange Division. Once it is approved by the office, it can be paid on a monthly basis, however the room rate is no longer eligible for the discount, and students should pay the normal room rate. Foreign students studying for less than three months can choose to pay the accommodation fee all at once or pay monthly. If the accommodation fee is paid all at once, students can enjoy a discount of 2 days off of the accommodation fee. If you have not stayed for a full month and would like to leave early, you will be charged the current month's accommodation fee according to the operating price, not at the discounted rate (special circumstances will be considered separately).

International students who pay monthly accommodation fees must pay the next month's accommodation fee at the front desk of the International Exchange Center at least 5 working days in advance. For international students who need to renew their accommodation fees, the front desk of the International Exchange Center will have a reminder notice for 5 working days in advance. For international students who have reached the payment deadline without paying the accommodation fee, they will be charged a late fee of 5% per day for the excess time; for those students who have not paid the accommodation fee for more than 10 days, they will be disqualified from staying in the dormitory. The office has the right to ask for the remaining accommodation fees. At the same time, the International Cooperation and Exchange Division decides whether to report to the Exit and Entry Administration of the Tianjin Public Security Bureau and suspend the processing of individual visas.

Article 9 International students who fail to pay accommodation fees on time due to unavoidable reasons shall be notified and negotiated with by the International Cooperation and Exchange Division to the Finance Department.

 

Chapter III Accommodation Management

 

Article 10 In order to maintain the standard dormitory state, international students must check in to their registered room. They must not force the roommate to move out of the dormitory for any reason. It is strictly forbidden to exchange or occupy the room without the permission of the front desk of the International Exchange Center.

If there is any problem with the facilities in the room, please contact the service personnel to solve the problem.

Article 11 Room keys shall not be given to anyone else. It is strictly forbidden to change locks or add locks.

Article 12 It is forbidden to transfer beds and stay in other rooms. It is strictly forbidden to sublease the room to others.

Article 13 Obey the dormitory hours. The opening hours of the dormitory are from 6:00 to 23:00. For reasons of early departure and late return, you must explain the reasons with the management in advance and sign your name at the Front Desk.

Article 14 Visitors are required to present valid documents and register at the front desk of the International Exchange Center. The visiting hours are from 8:00 to 22:00. Visitors are not allowed to enter after 21:00, all visitors must leave the dormitory before 22:00, otherwise, the manager has the right to ask the visitor to leave. If visitors would like to stay, they should go to the International Exchange Center reception desk and request a room for the duration of their stay.

Article 15 In the case of a vacant bed in an dorm room, the front desk of the International Exchange Center has the right to change the dormitory beds or rooms according to the nationalities and cultural backgrounds, and the students must unconditionally comply.

Article 16 prohibits the use of the following items such as opium, marijuana, ecstasy, ice, morphine, K powder, new drugs, firearms, ammunition, flammable and explosive materials, chemical drugs, radioactive materials and unstable chemicals. All of these are not allowed in the dormitory.

Article 17 It is strictly forbidden to preach, carry out religious activities or distribute religious propaganda in the dormitory, and students may not post or hang pictures, words or ornaments related to religion in any part of the dormitory.

Article 18 It is forbidden to gamble, be involved in an alcohol-fueled incident, or fight in the dormitory. It is not permitted to scream, gather, play music loudly, and perform sports activities in the dormitory so as not to affect others' learning and rest.

Article 19 Pets shall not be brought into the dormitory, and poultry and livestock shall not be kept.

Article 20 It is forbidden to exchange, disassemble, modify or move out the spare furniture pieces in the room. The electrical and pipeline equipment in the dormitory and dormitory shall not be damaged, disassembled or modified.

Article 21 It is forbidden to arbitrarily draw, drill holes, paste, etc. on the walls of the rooms and corridors. If an adhesive product that cannot be removed is used, students should pay for the repairs. Upon check out, the dormitory management personnel will check the room.If something in the room is damaged, the expenses incurred shall be paid by the students.

Article 22 Kitchens, bathrooms, corridors, etc. are all public areas, and no one is allowed to occupy them privately. It is forbidden to damage public areas or bathroom facilities, and it is not allowed to change the layout of these facilities. Use the cooker and the microwave oven of the public kitchen in strict accordance with the regulations to avoid fire or damage.

Article 23 It is strictly forbidden to connect private electric wires in corridors and rooms. It is strictly forbidden to use electric appliances such as electric stoves, electric heaters, electric heating fans, electric cups, electric blankets, etc., any consequences will be borne by the students, and the university reserves the right to pursue legal action.

Article 24 It is strictly forbidden to tamper with fire-fighting equipment, distribution boxes or other facilities.

Article 25 It is strictly forbidden to smoke or use an open flame in the dormitory. It is forbidden to burn paper or anything else. If the fire prevention regulations are not complied with, and a fire is caused, and the perpetrator will be liable for any damage. The university has the right to pursue legal action.

Article 26 When the person leaves the room, the door and window must be closed, and the faucet and power supply should be turned off to prevent accidents.

Article 27 It is strictly forbidden to use apartments to engage in activities that violate the laws of our country and the regulations of the school.

Article 28 It is strictly forbidden to use rooms for For-Profit activities.

Article 29 To keep the facilities clean and tidy, the accommodation personnel shall promptly take out the garbage (or anything that classifies as garbage) and clean the kitchen, refrigerator and bathroom regularly.

Article 30 Those with major diseases (such as infectious diseases, mental illnesses or a history of mental illness) are not allowed to stay in international student apartments. If concealed, once found, the university will revoke their eligibility. Any loss of public property or personal injury and property damage will be investigated in accordance with national laws and school regulations.

Article 31 For the safety inspection of International Student Dormitory that are carried out regularly every week, international students must cooperate. In special circumstances, the management personnel have to right to enter the room (with two or more people) for security inspections.

 

Chapter IV Violation

 

Article 32 The handling of any violations of the regulations governing international students in Tianjin Foreign Studies University is divided into written warnings, notices of criticism and eligibility for cancellation of accommodation. At the same time, according to the <Tianjin Foreign Studies University International Student Accommodation Management Regulations> and student registration regulations, student disciplinary sanctions and other applicable regulations, based on the circumstances, the university and the relevant higher authorities will take appropriate disciplinary action up until expulsion.

Article 33 Compensation for the legitimate rights and interests of others and the loss of public property caused by violations shall be made.

Article 34 International students who violate regulations in the dormitory may be given written warnings, if the circumstances are minor, as explained below.

(1) Violation of the fire safety management system, causing safety hazards without loss of personal property;

(2) Smoking, raising or bringing pets into the dormitory, deliberately destroying bathroom facilities in public areas or disturbing the regular living environment of apartments;

(3) Privately remodeling, destroying, or altering the structure of the dormitory, without causing any major functioning issues;

(4) Loss of public property due to negligence;

(5) Use of the room for business activities.

Article 35 International students who engage in the following violations in the dormitory and will be given notices.

(1) Privately transferring the key to another person, replacing the door lock or adding another door lock;

(2) Drinking, shouting, gathering, playing music loudly, making noise, disturbing public order, affecting the lives and learning of others;

(3) Unauthorized exchange of rooms;

(4) Violation of the regulations for visitors or secretly staying with others.

Article 36 International students who engage in the following violations in a dormitory may lose their eligibility for accommodation.

(1) Engaging in illegal or criminal activities or commercial activities;

(2) Privately transferring rooms, subleasing a bed or a room; privately changing the room and refusing to rectify the situation;

(3) Obstructing management personnel from performing official duties by means of escaping, hiding, resisting, blocking, etc.;

(4) Violation of fire safety management system, storage or use of flammable, explosive and other dangerous goods and illegal electrical appliances, use of open flames, or other acts causing serious safety hazards, and various safety threats and hidden dangers to other students in the dormitory;

(5) Deliberately misappropriating, damaging or destroying public facilities and articles in the dormitory without permission;

(6) Malicious or repeated violations of national laws and regulations, under serious circumstances;

(7) Refusing to pay the accommodation fee;

(8) Personal misconduct that has been reported by others and officially verified, and not rectified;

(9) Other serious violations.

Article 37 Regarding loss of university property or personal property of another person, in addition to the cancellation of accommodation qualifications, warnings, serious warnings, records, being placed under surveillance, expelling students, etc. (according to the relevant regulations of China, the city of Tianjin and the university), disciplinary action will be taken against the perpetrator as well as an investigation of civil and criminal liability.

Article 38 International students who receive two written warnings within one academic year will be notified of this discipline. Students who have received two notifications of discipline may lose their accommodation qualifications.

Article 39 If the international student is disqualified from this accommodation, the International Cooperation and Exchange division will serve the written notice to the student. If the student is not available, it will be served by online notice (email, WeChat, etc.) and posting in the dormitory. The student must move out of the dormitory within 5 working days after receiving the notice. The manager of the international exchange center can prohibit those who refuse to move from entering the dormitory and designate two or more staff members to pack up their personal belongings, student should bear all the losses that may ensue. This will be recorded in the student’s file and reported to the relevant departments of the university.

 

Chapter V Supplementary Provisions

 

Article 40 The term " International Student Dormitory " as used in these Regulations refers to all dormitories designated by Tianjin Foreign Studies University to accommodate international students.

Article 41 Due to actual needs, these regulations shall apply to other personnel who have been approved by the relevant departments of the university to stay in the International Student Dormitory.

Article 42 These provisions are made in Chinese and English, with the Chinese version being the original.

Article 43 These Provisions shall be implemented as of the date of issuance and shall be interpreted by the International Cooperation and Exchange Division.
